Compitable with other version of windows help

So i downloaded the v6 , then i downloaded the launher it dosent work it says it dosent support the 16 bit and that version of windows and its not compitable with it, can i get a link to the launcher or something , and it says also it dosent support a 16 bit programs .

Also one more thing , the homepage for phoenix dosent work , is it only me or a maintance or something ?
